This comes up a lot. So now I post. And now it will be known through-out the Realm. Or whatever.
1. What is the hitcap?
For weapons wielded in the mainhand or 2H weapons--so paladins overall--the cap against anything 3 levels or higher (all bosses, or your level + 3) is 9%. Your level + 2, 6%. Your level +1, 5.5%. Your level, 5%.
2. How much rating does that mean I need?
At L70, to be hitcapped against a boss, you will need 145 hit rating if you have no talents that increase your hit % chance.
3. ...do paladins have talents that increase hit % chance?
Why yes. Precision, Tier 2 Protection: 3 points, 1% of melee and spell hit per rank.
4. So...if I get precision, how much hit rating do I need?
With 3/3 Precision, you need only 95 hit rating to be capped against a +3 level mob or a boss at L70. 50 rating will cap you against all other trash and players (i.e. +2 levels and down).
5. Does that count for specials?
Yes (eg. Seal of Command procs, Crusader Strike).
6. What sorts of +hit do various paladin skills base their hit chance on?
I don't know them all but...
7. So should a Retribution paladin get Redoubt (ugh) or Improved Devotion Aura (double-ugh) just to get Precision?

- Righteous Defense (taunt): melee hit
- Avenger's Shield: melee hit
- Crusader Strike: melee hit
- Seal of Command/Blood: melee hit but can be spell resisted, yes it's retarded.
- Judgment of Command/Blood: melee hit but can be spell resisted, yes it's retarded.
- Consecration: Cannot be resisted. GRATZ PALLIES. This is a complicated topic and outside the scope of this post.
- Turn Evil (fear): spell hit

This varies by who you talk to. The bottom line is this:
- Precision scales with your level because it is saving you % of hit chance, and not rating. That means its value never decreases.
- The less itemization budget you are spending on hit rating, the more you can spend on str, crit, haste if you are a Belf, and let's not forget int.
- If you have gone 8 into Protection for Precision, you are now in a position to put 2 more points in, for Guardian's Favor, and then if you're not in a group that regularly has Kings, you can get BoKings. These 3 points are not necessarily better spent on Improved Blessing of Might, unless you are in a lot of 25-man runs that need it.
